We are recruiting the following member to join us in our anti-poverty work:
Finance Manager
(a 3-year contract post based in Kunming)
Managed by the Head Office Finance Unit and reporting to the Finance Director directly, the Finance Manager is required to manage both Finance and Programme Audit Teams in China and ensure that the overall financial operation in China is in compliance with the government law and international accounting standard. S/He has to provide training, monitor and support the programme partners in order to lift up the standard of OHK’s accountability and transparency. S/He will have to prepare financial report, manage the daily accounting operations and administration, control expenses in accordance with the budget, supervise programme auditors and ensure their work is in line with the internal guidelines. With other field offices’ managers’ support, s/he shall coordinate and suggest improvement plans for respective field offices’ internal finance.
As one of the management colleagues, s/he has to assist the Finance Director and coordinate with other teammates in developing policies, strategic plans and programme learning, particularly in providing specific financial information and analysis and attending important organizational meetings.
Key responsibilities are:
- Establish financial management plan and policy: consult other management teams and develop financial management and administration policies, guidelines, strategy and year plan
- Maintain financial management and administration functions, ensure they are coordinated and communicated well with Hong Kong Head Office.
- Develop effective and influential finance strategy with other teams for achieving the objectives; monitor and assess financial management and administration work;
- Build up a team that is strong, proactive and with diverse skills: team and consensus building; organizational learning and staff development
- Perform management and administration duties: develop systems and ensure compliance of financial, programme, human resources and administration policies.
- Communicate with other Oxfam affiliates, Oxfam International, government and local partners, community organizations and other INGOs and represent OHK as necessary.

The successful candidate MUST meet the following requirements:
- A recognized degree in accounting or finance with a professional accounting qualification in both China and overseas, e.g. CPA or equivalent
- Familiar with China law and international accounting standard and regulations
- 8 years or above relevant experience with a minimum 3 years in a managerial capacity. Audit work experience in Big Four is highly preferred
- Strong leadership and management skills, building consensus and handle cultural difference
- Strong analytical ability, effective communication and negotiation skills
- Proficient in written and spoken both English and Chinese. Fluent Putonghua is a must
- Ability and willingness to travel regularly
