Job Title: Administrative Director
Department: Asia/South Pacific Program
Country Program: China
Reports to: Country Director
Function:
To facilitate all administrative and human resource aspects of the country program, providing support to and acting as a liaison between relevant Heifer departments. This position will interact with similar positions in other country program teams to promote consistency throughout the A/SP Program.
Responsibilities:
A. Provide leadership to the development and implementation of new administrative and human resource systems and take initiative to improve the procedures and approaches.
B. Provide overall administrative support to the program office, regional offices and project partners to ensure compliance with policies and procedures and other accountability standards.
C. Update Operational Manual to assure compliance with HQ and China government policies and regulations.
D. Manage all aspects of Human Resources (i.e., recruitment, reclassifications, annual evaluations, etc.) including coordination with Foreign Enterprise Service Company regarding employment contracts and social security tax.
E. Ensure that appropriate personnel policies and procedures implemented in adherence to Heifer and the local government's policies and regulations.
F. Maintain and update human resource and administration files and staff email accounts.
G. Identify and receive annual training in labor policies/laws and contract requirements/obligations to improve the development of both employment and independent contracts or agreements.
H. Supervise and monitor purchase of consumables, stationeries and fixed assets.
I. Coordinate and facilitate logistical arrangements for major events of Heifer China office (i.e., staff meetings, conferences, training and project visits by Heifer personnel, project staff and other project partners).
J. Coordinate preparation of the quarterly report to Headquarters.
K. Coordinate with related government authorities on registration issues to ensure the appropriate legal status of Heifer China office.
L. Report to and communicate with the Country Director on regular basis regarding the status of administrative and personnel matters in the office.
M. Supervise the Administrative Staff and provide guidance to their work and also help their growth.
N. Participate as active member in the Senior Management Team, taking part in the major decision-making process of Heifer China, especially on matters related to administration and personnel.
O. Seek continued growth in the knowledge of Heifer International programs and issues of hunger and poverty.
P. Perform other job-related duties as requested.
Education and/or Experience:
Bachelor's degree in public or business administration, social development, humanities, arts or related fields required; Master's degree preferred; plus four (4) years experience, including a minimum of one (1) year in a supervisory capacity; other job-related education and/or experience may be substituted for all or part of these requirements.
Knowledge, Skills, and Abilities:
a) Proficient in English, both spoken and written.(English major should have passed the test of college English Band Eight; other disciplines should have passed the test of college English Band Six)
b) Good at Chinese writing and making speeches.
c) Good understanding and sensitivity to issues associated with poverty, hunger and environment.
d) Good knowledge of non-governmental organizations.
e) Good knowledge of various government schemes for rural development and poverty alleviation.
f) Excellent organizational skills including strong attention to detail.
g) Abilities to produce accurate documents in a well designed and attractive format.
h) Ability to maintain confidentiality.
i) Computer proficient in word processing, spreadsheets, presentation tools, electronic mail and internet (Microsoft preferred).
j) Ability and willingness to work with flexible schedule.

Job Title: Communication and Networking Officer
Department: Asia/South Pacific Program

Function:
This position will work directly with Director of Communication and Networking and other related staff to assist in regular communication and networking for outside funding agencies, information services to Heifer Headquarters, developing communication materials, coordinating study tours and volunteers to Heifer China program, as well as other secretarial duties. This position will interact with similar positions in other program teams to promote consistency throughout the department.
Responsibilities:
A. Assist with building and maintaining collaborative relationships with related government organizations, non-government organizations, corporations, international and domestic funding agencies (i.e., embassy, USAID, UN, etc.) and other donor/program partners (e.g., Heifer Hong Kong, Bothar, Heifer France, Heifer Netherlands, etc.);
B. Help in preparation of proposals to outside funding agencies, including HHK and other organizations;
C. Liaise with Program Team of Heifer China to collect information and materials on projects including stories, photos, videos, and others as necessary for outside funding organizations;
D. Collect and keep central file of program information for communication use, including program background, website information, successful stories, media reports and publications, etc.;
E. Coordinate editing newsletters, brochures and the website of HPI/China, as well as other program reports;
F. Coordinate donor, volunteer and program/partner activities and logistical arrangements, including regular communications, visits, events, study tours, visa applications, etc.;
G. Assist with hosting and guiding the groups, by serving as an interpreter and providing related introduction to visitors;
H. Coordinate for volunteer management;
I. Maintain and update the donor and volunteer database;
J. Assist Heifer China's exhibition in national and international events;
K. Assist the Gift Shop's operation in selecting and purchasing items;
L. Assist for corporation relations development;
M. Seek continued growth in the knowledge of Heifer International programs and issues of hunger and poverty;
N. Perform other duties and responsibilities that are mutually agreeable and consistent with the spirit of Heifer International in China;
Education and/or Experience:
College education in public or business administration, English, tourism or related field required (English major should have passed the test of college English Band Eight; other disciplines should have passed the test of college English Band Six); plus 3 year office experience required; other job-related education and/or experience may be substituted for all or part of these basic requirements.

工作任务:
◆ 根据国际小母牛项目组织的项目发展理念及项目管理要求,选择项目社区和项目农户,帮助建立互助组并协助启动其活动、制定小组和社区发展计划。
◆ 在项目实施和管理过程中,切实落实国际小母牛以价值为基础的社区综合发展模式。
◆ 协助项目伙伴组织农户跨社区/县的交流互访活动。
◆ 与当地项目伙伴和其它NGO保持良好的合作关系,协助项目伙伴和农户在当地购买牲畜。
◆ 定期访问项目社区、监测项目进展,负责收集和撰写半年度项目进展报告和财务报告,定期向云贵项目主管报告项目进展状况。
◆ 负责与该项目相关的英文翻译工作。
◆ 收集项目农户和项目伙伴的培训需求,根据培训需求和项目发展目标,为农户和项目伙伴组织或提供相应的培训。

3. 帮助农户购买牲畜和为农户的牲畜日常管理提供技术指导;
4.协助HPI云贵项目办在项目所在地培养项目互助组和制定互助组内部管理章程;
5.帮助项目农户进行畜产品市场开发;
6.协助HPI云贵项目办,采用参与式的方法进行项目规划、监测和评估;
